Bid Algorithm

In the following Algorithm "team" means Schools District.  Also a team must play at least 3 unique opponents before the cut-off deadline
"Division" means "League"
"PIAA" means "All teams in PA".

Algorithm:
For each division,  take the # of teams in the division, divide it by
the total number of teams in PIAA to get Value A.  Now multiply A by
16 to get B. Take the integer portion of B and that is the size bid
for that division.  Now, take any divisions that have more than 1
team, but no bids, and give them 1 bid.  Add all the size bids up to
get C.  Subtract: 16-C to get the total # of strength bids.
Distribute these bids by listing the final standings at states last
year and walking down the list: the first place team's league gets a
strength bid, now remove that team from the list and repeat keeping in
mind no division can have more than one strength bid.  If the
automatic adding of 1 bid per division sums the total bids to over 16,
then the average strength of a division is used to decide who loses
bids first (weakest loses first).
